Downtown Subarea Plan & Regulations
The Downtown Plan & Regulations combines the Comprehensive Plan for the Downtown Subarea (in Part 1 below) with the Downtown Subarea Regulations (Part 2) and Appendices describing the existing conditions at the start of the planning process in 2006 and the community process that developed the plan (Part 3).
Parts 1 and 2 include amendments made through January 2018, mostly shown in redlined revisions, pending full incorporation of these amendments. Amendments adopted in December 2018 with Ordinance 2270 are not incorporated into the redlined revisions, but are linked below.

Bothell citizens, business and community leaders came together several years ago to develop a vision for Bothell’s downtown and for Bothell’s future as a whole. The first downtown revitalization projects broke ground in 2010. To date, the City has invested over $100 million in vital capital projects as part of a $150 million program initially planned and approved several years ago. These improvements, according to economic studies, will leverage $650 million in private investment. Already Bothell has garnered $200 million in private investment planned for downtown in the next several years.

Lots A, D, E, F, G and P are in the process to sell. Kidder Mathews is marketing the properties for sale on their website, City of Bothell Properties. Details about each property are available below.
Lot A in downtown Bothell
In support of affordable housing, Bothell City Council voted to sell Lot A for $730K to Imagine Housing. The parcel was appraised at $1M. The proposal is a five story affordable senior housing building comprised of 76 studio apartment units in four floors with offices and community space on the ground floor. It is located on the Sammamish River, bus route, next to the park, and walking distance to downtown Bothell. Construction is targeted to begin in February 2022 and complete between June or July 2023.
Lot D in downtown Bothell
Last month, the City made a significant step toward fully achieving its downtown redevelopment plan by completing the sale of Block D with Trammell Crow. Block D is located at the intersection of SR 522 and Bothell Way NE. Construction will begin soon on the mixed-use building featuring 369 market rate apartment units and 9,800 square feet of ground floor retail space. For questions, please contact Kirsten Mandt.
Lots E, F, and G
The City is working to determine if lots E, F, and G have contamination and is anticipating to put these lots on the market within the next year. Parking in these lots is temporary with limited notification about lot closures in the future. Temporary parking will not be available on these lots.
Lot P South
Th clean up is complete and monitoring wells are installed. The wells are tested on a quarterly basis until the site is declared clean. Lot P will go on the market after two -quarters of clean test results.
