[ARCHIVED] Message from City Manager on SMART Investigation Update

Bothell Memorial

The City of Bothell has just reviewed the Snohomish County Multiple Agency Response Team’s (SMART) latest release on the shooting death of Bothell Police Officer Jonathan Shoop and injuries to Bothell Police Officer Mustafa Kumcur. Release can be viewed on their website here:

As is documented by SMART and has been reported, this was a chaotic chain of events that occurred over the span of close to only two seconds. The officers were still in their vehicle and were quickly approached by a suspect with a firearm. Based on the investigation updates, it appears there was a tragic crossfire situation that resulted in the death of one of our officers. Let us be clear, we believe the actions of the suspect led to this tragic event.

Our hearts ache for the Shoop family. The loss of Officer Shoop has brought our entire community and department to our knees in grief. We’ve lost a community servant and member of our Bothell family. We are grateful that Officer Kumcur sustained only non-life-threatening injuries. He is a valued member of our Bothell family, an accomplished trainer, and trusted leader within the Bothell Police Department.

Again, we would like to thank our neighboring agencies and our Bothell officers who worked through the night after the incident to take the suspect into custody. Their professional and competent actions likely prevented further harm to anyone in our community.

Our priority continues to be supporting Officer Shoop’s family, Officer Kumcur, and our officers during this difficult time. The City of Bothell, the Bothell Police Department and the community will continue to stand by them as we move forward.

We are beginning to review SMART’s comprehensive initial investigation results and, once the investigation is completed, we will determine next steps for our department. Bothell was not involved in the investigation and we cannot respond to specific questions about their findings.

Any inquiries concerning the investigation, including records requests concerning the investigation, should be directed to SMART, Officer Aaron Snell, email: asnell@everettwa.gov, Everett Police Department, 425-508-8854. Questions related to charges should be directed to the King County Prosecuting Attorney’s office. Questions related to the Bothell Police Department can be directed to Captain Mike Johnson at 425-487-5127.
