Snohomish County Prosecutor Declines Charges Against Officer

On August 1, 2022, Snohomish County Prosecutor Adam Cornell notified independent investigators with the Snohomish County Multi-Agency Response Team that no charges would be filed against Bothell Police Officer Michael Garcia in the July 29, 2020 use-of-force death of 25-year-old Juan R. Hummel.

The prosecutor’s memorandum and summary of his decision is public record, and available for anyone to read in full, here.

The prosecutor’s decision to decline charges followed an independent investigation by the Snohomish County Multi-Agency Response Team (SMART), which concluded it’s work on January 6, 2022.  

For the Bothell Police Department, this outcome has been long anticipated.   

We encourage anyone with additional questions to review the evidence and many witness statements gathered by independent investigators with SMART.  To further ensure fairness and transparency, each SMART investigation team also includes two non-law enforcement representatives from the community.
