PARK AT BOTHELL LANDING IMPROVEMENTS PROJECT – CONCEPTUAL DESIGN 

 

Description of Project 


The City of Bothell Parks and Recreation Department (City) is requesting Statements of Qualifications from firms qualified and interested in providing professional services for the Park at Bothell Landing Improvement Project—Conceptual Design. 


This project is associated with the completed Bothell Crossroads project (realignment of SR522) and is vital to the City’s Downtown Revitalization vision, connecting downtown Bothell to the Sammamish River.  The 14-acre Park at Bothell Landing is the primary gateway to over 200 acres of contiguous parkland; comprised of several parks and open space areas and linked by the regional Sammamish River Trail. 


This project consists of community outreach and engagement to facilitate the scope and design for the redevelopment and expansion of the Park at Bothell Landing.  The Consultant will update specific elements of the Park at Bothell Landing Master Plan through evaluation of our community’s preferences for recreation activities and park amenities.  The goal of the project is to create and refine park plan alternatives and develop a conceptual design that reflects a current collective community vision for the park. 


Key project elements include landscape architecture and urban design, park planning, public outreach and engagement, alternative design analysis, permitting, and estimating in the development of a preferred conceptual design.   


This project will be funded with City funds.  Design deliverables must be able to meet typical state and federal funding requirements for future park design and development. 


Summary of Work 


The Consultant will be tasked with coordinating public outreach and engagement, focusing on diversity, equity and inclusion, to refine and develop a preferred conceptual design.  Public outreach and engagement will need to work with multiple stakeholders including residents, business owners, non-profits, citizen boards and task forces, and City staff.  The goal of the initial outreach phase of the project will be to update portions of the existing Master Plan based on existing and future conditions and current community input.  Phases identified in the Master Plan to be updated include: Play Area and Picnic Zone; West Access and Parking Zone; Café Zone; Gathering Plaza and Lawn Zone; and East Access and Parking Zone.  Elements to be considered for future development include:  expanded parking, public restrooms, universally inclusive multi-generational playground, skatepark/pump track, urban plaza, splash pad, improved water access, water and retail concessionaire facilities, improved trails, covered activity area, landscaping, and lighting. 


The Consultant must create conceptual design alternatives and engage the community and stakeholders in the selection of a preferred conceptual design.  Public engagement will require coordination with the City’s internal community engagement team.  


The selected consultant shall have a landscape architecture and urban design consultant as the prime consultant.  The team of prime consultant and any subconsultant(s) shall have the capability to complete the project from scoping through design development and construction documentation.  The City may require the involvement of any subconsultant(s) to assist in the development of specific design elements and work with the overall project team.  Scoping work will begin in May 2023.  The goal is to complete a preferred conceptual design in January 2024.  


The Consultant will be able to provide all services required to complete the project’s conceptual design. This work includes:


  • Development of an overall project process plan that includes timelines and potential phasing for future design and construction
  • Development of a conceptual plan that identifies key issues; required analyses, documentation, and permitting; and potential mitigation and design considerations as required
  • Provide a public engagement plan 
  • Provide a cost estimate with anticipated escalation
  • Alternative conceptual design plans and conceptual design plan  

The Consultant shall provide appropriate interdisciplinary resources to complete the work.  The following items are indicative of the type of resources that the selected consultant will be expected to have on hand:

  • Landscape Architecture and Urban Design
  • Public Outreach and Engagement
  • Civil Engineering/Geotechnical Engineering 
  • Cost Estimating 
  • Public and Private Utility Coordination 
  • Land and Shoreline Use/Permitting

The Consultant must be able to deliver, and may be contracted at the option of the City, to provide services for future additional work such as further schematic design, design development, project administration, construction documents, bidding, and construction administration. Additional services may be administered as combination contracts or as separate contracts at the option of the City. 

Consultant Structure 


The Consultant will need to have the resources that will enable it to complete tasks quickly and be extremely responsive.  The Consultant must be flexible and able to adjust to changing priorities or direction.  


As such, while the City will award this work as one contract, the Consultant must be able to structure its team to meet the needs of the project. The City is open to different consultant team concepts, such as a prime consultant with all capabilities and resources in-house, a prime consultant with sub-consultant(s), or a team of prime consultants with sub-consultant(s).   


Due to the City’s large capital project workload, the Consultant shall be able to accomplish this work independently of City staff support, other than oversight by the City’s project manager.  The Consultant shall be required to have the ability to organize and conduct stakeholder meetings and public meetings. 


City Responsibilities

 

The City’s project manager will lead the overall process and will be the point of contact through which public involvement and agency coordination occurs. 


Selection 


The selection process will consist of short-listing using the submitted Statements of Qualifications.  This will be followed by interviews with finalist candidates.


Contract negotiations will take place with the top-rated consultant.  If negotiations are unsuccessful, the City reserves the right to terminate negotiations and open discussion with the next-highest rated consultant.  This process will continue until a successful contract is negotiated or the City terminates the process.

  5. Key personnel experience, including the ability to perform tasks independent of City  
  6. Past experience with park planning and design 
  7. Innovativeness
  8. Experience and ability to deliver further design development, project administration, construction documentation, bid assistance, and construction administration.
  9. QA/QC process 

Statement of Qualifications 


If you are interested in the project, please submit a Statement of Qualifications.  The Statement should contain the following: 


  1. Identification of the team leader with contact information. 
  2. The structure of the Consultant team, including a list of the prime and sub-consultant(s) with a brief description of each company, a description of the organizational structure of the team, and previous experience working together as a team.
  3. A list of each key team member of the prime and sub-consultant(s) with a brief description of each key member’s qualifications and experience including their role on this project.
  4. A list of previous work performed in the last seven (7) years, with an emphasis on park and urban design, public outreach and stakeholder coordination, with project name, brief description of the project, date of project, contact name, and contact telephone number.
  5. A brief narrative indicating why your team is qualified for this project based on the Summary of Work and the Major Criteria for Selection.

To be considered for this work, the SOQ shall be no more than 15 pages, including the title page.
